About Georgia TAVT
The Title Ad Valorem Tax (TAVT) is Georgia’s one-time motor vehicle tax that replaced both sales tax and annual ad valorem tax for vehicles purchased on or after March 1, 2013. This tax is paid when you title your vehicle and provides lifetime exemption from annual birthday tax.

What is TAVT?
- One-time tax paid at vehicle titling
- Replaces sales tax and annual ad valorem tax
- Based on fair market value minus trade-in
- Collected by county tax commissioner

TAVT Exemptions
- Non-titled vehicles and trailers
- Qualifying military veterans
- Public safety first responders
- Non-resident military personnel
- Loaner vehicles (366 days or fewer)
Fair Market Value
- New vehicles: Higher of retail price or DOR database value
- Used vehicles: Georgia DOR motor vehicle database value
- Unlisted vehicles: Greater of bill of sale or NADA clean retail
- Trade-in value is subtracted from fair market value
- Factory rebates and cash discounts may apply
When TAVT Applies
- Vehicle purchases from dealers
- Private party vehicle sales
- New residents titling vehicles
- Vehicle transfers (with exceptions)
- Out-of-state vehicle imports
Family Transfer Options
When transferring a vehicle to an immediate family member, you have options depending on the vehicle’s current tax status:
- Vehicle in TAVT system: Pay reduced 0.5% TAVT rate
- Vehicle in annual system: Choose between staying in annual system or paying full TAVT to enter new system
- Requires Form MV-16 Affidavit to Certify Immediate Family Relationship
New Resident Requirements
New Georgia residents must register their vehicles within 30 calendar days of establishing residency. They benefit from a reduced TAVT rate of 3% instead of the standard 7% rate.
